I don't know that you need to have a homogeneous nation in order to take responsibility for collective wrongs. Certainly there were (and still are) some Germans who were quite racist and thought the Nazis were on the right track. I think that our made up ideas about faux individualism precludes many Americans from recognizing how they participate in a society and that they don't have to have personally done something in order to be responsible for it.
