I get what you're saying, but it's kind of a Catch 22. Lots of men don't like women who make the first move. They find it unfeminine. They might think they'd want that but then have deeply held unconscious beliefs about how women are "supposed" to act. Plus, women have to grapple with a lot of safety issues that men don't. Remaking the culture so that none of those things are as much of a factor would be helpful all around.
