If she had meant that she expected men to be able to provide all of that, then she would have said so. She also did not say that most men behave like household tyrants. She said those things about would be patriarchs because she was making a point about guys who want all the perks of that and none of the rest. Most households cannot exist on one income in this day and age, so pretending that she's saying that's what women/feminists want and expect is completely disingenuous.
Bringing Ukranian conscription in has absolutely no bearing on this topic. Why bring it up? Nobody wants to be forced to go to war, although there are currently 42,000 women in the Ukrainian army. Female conscription is something that most men are also against, in the US and most other places.
