One of the definitions of assault is an attempted battery.

- intentional touching;
- the touching must be harmful or offensive;
- no consent from the victim.”
I’m going to venture that most people, and certainly most women, would find someone they hardly know coming up and intentionally sticking their nose into their hair without consent as offensive touching.
